China Announces First ECA Implementation Date

China’s Ministry of Transport has announced that from April, 1 2016, the new Yangtze River Delta Emission Control Area (ECA) will enter into force, requiring ships berthed at port to emit no more than 0.5% sulphur.

The Yangtze River Delta, which covers Shanghai, Zhoushan, Ningbo, Suzhou, Zhanjiagang, and Nantong regions, will not permit ship SOx emissions =to be greater than  0.5% sulphur, except for  during the first hour after arrival and the last hour before departure.

The Ministry says it will assess the implementation of the ECA regulation over the next three years in order to determine if the sulphur content requirement for bunkers used within the area should be further adjusted to a maximum permitted SOx emission level of 0.1%.

It was late last year, that the Ministry of Transport originally announced that the Pearl River Delta, Yangtze River Delta and the Bohai Bay waters would become China’s first ECA.
