Danish Shipowners’ Association questions draft EU ship recycling list

The Danish Shipowners’ Association has raised some questions regarding the publication of the EU list of approved ship recycling facilities, first developed in December 2016.

  • The list features 18 yards in Europe. During the fourth Ship Recycling Congress on 25-26 January in London, some questions regarding its use were raised.
  • The Danish Shipowners’ Association reveals that its shipowners have concerns over the theoretical capacity versus the actual capacity. The list makes it difficult to assume the capacity of EU recycling and there are concerns that the EU ship recycling regulation may enter into force once it reaches a specific threshold.
  • According to the Association, it is extremely difficult for owners to react to the draft list as it does not feature any third country recycling yards.
  • Furthermore, the theoretical capacity is very different to the actual capacity.
  • The Association has called upon the European Commission to ensure that audits of third country yards are done in an inclusive and transparent way. According to Simon C. Bergulf, Director EU Affairs for the Danish Shipowners’ Association, the EU could be a catalyst of change if it takes an open approach to third country yards.
  • According to the Association, there is an average of ten Danish operated vessels recycled every year.
  • The EU Ship Recycling regulation will enter into force December 31, 2018 or as soon as the EU list of approved recycling facilities reaches the threshold of 2.5 million LDT.
