Marshall Islands issues guidance on low sulphur fuel testing

The Republic of the Marshall Islands has issued a Marine Safety Advisory on the guidance of testing low sulphur fuel of 0.1% or less.

  • MSA No.08-17 revokes MSA 7-16 and guides ship owners, operators and other stakeholders on complying with the 0.1% sulphur cap in Emission Control Areas.
  • Advisory states that vessel operators and masters should have fuel oil sampling plans in place in case port state control officers request an onboard sample.
  • Fuel oil risk should also be considered in terms of contamination from other fuels and sediments, in order to provide samples that are unlikely to be contaminated and are therefore accurate for low sulphur marine gas oil testing.
