LAST week the International Chamber of Shipping released its latest flag state performance tables. Always welcomed by the industry, it offers shipowners a chance to compare their chose flags with other potential options. What you may not have noticed is how many got a full score.
Only 21% of the 117 flags listed in the ICS table received a clean sweep of green checks. The Chamber does not rank them, so here are the 24 in alphabetical order:

The costs of each registry are not covered in the performance criteria, but there are indicators like age of registered fleet, inclusion on white or black lists of port state MoUs, ratification of important conventions and whether they sent representatives to key committee meetings at the IMO. ICS says the table will help owners put pressure on their flag states to improve any areas that may be underperforming compared with other flag states.
