Baltic Sea Special Area Date Implementation Confirmed at MEPC 69

The Baltic States of the International Maritime Organization (IMO) reached a compromise during the Marine Environment Protection Committee’s (MEPC) 69th session, held 18-22nd April, for the establishment of effective dates related to the Baltic Sea Special Area under MARPOL Annex IV.

The adoption of the proposal will prevent passenger ships from discharging wastewater into the Baltic Sea Special Area by 2021 for all IMO registered passenger vessels.

The adoption of regulations 1 and 11 of Annex IV took place and its associated draft MEPC resolution, which are now expected to enter into force on September 1, 2017.

Cruise Lines International Association (CLIA) also initially proposed that there should be an exceptional discharge provision in addition to the provisions of regulation 3 of MARPOL Annex IV.  However, this was not accepted and the Committee decided that Member States are instead welcome to submit more information by MEPC 70 to justify their proposal.
