California opposes federal legislation on BWM convention

California State Lands Commission has commented regarding its role and authority in strengthening the ballast water management convention.

  • Commission states that it opposes federal legislation that removes the right of states to regulate discharge of ballast water.
  • Under this federal legislation California would not be able to regulate its own waters, which commission says is vital for the state to protect itself from pollution.
  • Federal government would have authority to regulate vessel discharges and ballast water, which according to the commission would not be enforced as strongly as California does itself under its management framework.
