Dominguez to step down as IMO MEPC chair

Arsenio Dominguez is to step down as chairman of the IMO’s marine environment protection committee to take up a position in the UN body’s secretariat.

Mr Dominguez is currently working for Panama in London, and has been attending IMO meetings under his country’s delegation for 19 years. He is currently the country’s permanent representative and permanent ambassador to the IMO.

He assumed the post of chairman of MEPC three years ago and has helped push through some of the recent decisions relating to further greenhouse gas emission reduction measures for shipping, notably at the committee’s last session where a decision was made on the measuring and reporting of shipping’s CO2 emissions.

He has also served as vice chair of MEPC for two years and chair of the maritime safety committee for four years.

He has been appointed into a new role at the IMO as chief of staff under current secretary-general Kitack Lim, and could be taking up the position within a couple of months.

The next meeting of MEPC was originally scheduled to take place in May, with an intercessional meeting the week prior to discuss further greenhouse gas reduction work.

However with the dates clashing with a Bonn meeting of the UNFCCC, some delegations believed to be worried about being able to attend both UN meetings. MEPC 71 will now take place in early July.

It remains uncertain who will be appointed as the next chairman of the committee.
