Electronic Oil Record Book Developed by Liberian Ship Registry

A partnership between the Liberian Registry and Prevention at Sea Ltd, a Cyprus-based maritime compliance technology company, has facilitated the launch of Liberia’s Electronic Oil Record Book (ε-ORB) that is designed to replace traditional paper oil record books (ORBs) and enable correct ORB entries into an electronic format.

The innovative software design aims to contribute towards making the Liberian-flag fleet the safest, greenest and most efficient around. Created in accordance with MARPOL requirements and certified by Lloyd’s Register under MEPC1/Circ. 736/Rev. 2 guidelines, the ε-ORB is designed to establish transparency, credibility and traceability and address a variety of issues in reporting correct results that often result from human error.

Missing oil record books, failure to document entries in the ORB of internal transfer of oily mixture, discrepancies between entry into the ORB and actual capacity of the oily water separator, and falsification of log entries are just some of the current problems that the Liberian Registry attributes to human administrative error rather than deliberate MAPROL non-compliance.

The International Maritime Organization (IMO) compliant oil record book will eliminate the chance of these errors occurring and prevent the consequences of incorrectly recording oil waste transfers that may lead to criminal prosecution.  It also ensures higher accuracy and accountability in record-keeping for both on board and on shore.  All information is stored electronically through the use of a system back-up, making archiving easier and enabling past data to be revisited. The ε-ORB software will be available for use by ship owners, ship operators, and authorities worldwide.
