Scrubber Washwater Issues Examined by European Sustainable Shipping Forum

The European Sustainable Shipping Forum (ESSF) tackled scrubber washwater at their forum on June 28, 2016.

In particular, the confusion based around scrubber washwater was discussed following a study by Cruise Lines International Association (CLIA), Interferry, the Exhaust Gas Cleaning Systems Association (EGCSA) and ECSA to analyse the impacts of scrubber washwater discharge in ports and coastal areas.

ECSA suggested that Member States need to define a clear and long-term position in relation to scrubber washwater and they suggested that limited use of a scrubbing system should only take place after ecological impacts are known, whilst early investors into scrubber technology should not be penalised.

It was also suggested that the Commission should consider to establish a FAQ document on the conflict between the EU Sulphur Directive and Water Framework Directive to reduce uncertainties on washwater discharge standards.
