Vessel fined $5,000 for US ballast water discharge

THE  United States Coast Guard has has fined the owners of a foreign flagged vessel for a breach of the country’s ballast water regulations. The fine of the owners of  ANSAC Moon Bear came following a routine port state control inspection while the dry bulk vessel was on the Willamette River, in Portland. 

The USCG said inspections of the vessel’s log books revealed that the vessel had discharged untreated ballast water into the Willamette River on three separate occasions during port calls over this year.

The Coast Guard said that as part of the enforcement process, prior to the ships departure when it was caught, the owner  was required to either pay the $5,000 notice of violation fine, or provide a letter of undertaking in the amount of $38,175 as adequate surety that the owner  will pay the fine assessed in the civil penalty process, up to the maximum penalty amount. The owner opted to pay the $5,000 fine.
